Philippe, after spending several years in Europe, the Russian Mafia was a real entity. The police had their hands full. Although marijuana is legal, to a certain extent, in some counties, Holland was the drawing country, men went there knowing that they could get marijuana at coffee houses. This was the center of the Mafia activities. The supply of marijuana was controlled by inspectors who checked the coffee houses. If they had a supply above the legal limit, they were fined and then closed for repeated offenses. The Mafia made sure that certain coffee houses were never caught. Drugs led to prostitution which was legal but you must be 18 years of age. That was the opening for the Mafia to offer these men, boys under 18. I was approached several times. Some of them couldn't speak English or Dutch, but the man making the offer, could speak English and I would guess either languages as well. This story, although is fiction, has a real base.
