You are right, disinformation has a grip on the Canadian side. CSIS doesn't know yet (it's only been a few hours, the Royal Navy don't have Andrew yet, so they aren't sure if the report is true) One of the key problems in this scenario is that they Americans control the encryption keys. Any attempt to contact Canada without end to end encryption will be intercepted. And so a call to say Andrew is ok (which neither MI5 nor CSIS can verify) could put Andrew in imminent danger of recapture, or more likely, get him shot.
