Maybe it's an Indianna thing. In other parts of the U.S.A., while a driver's license at age 16 is a rite of passage, not all boys are rich enough or come from rich enough families to afford the cost, the possible cost of training courses, and an additional motor vehicle in the household. In many states, having a 16 year old child at home with a driver's license will drastically increase a parent's motor vehicle insurance premiums. All of these are legitimate reasons to delay getting a child's license.
