Yes, anyone can create a blog on GA as long as they are registered and meet the post requirement of (1) forum post outside of Games & Humor. You are responsible for your own blog and what is posted there. Site staff do not closely monitor blogs so bloggers are required to monitor their own and report issues if site rules are broken.
