There's an area called Writers' Corner and Writing Workshop for story ideas, prompts, and general discussions on story structure at the bottom of the main forum page.

We don't have a plot bunny adoption area of this site. The closest thing to this is what W_L mentioned: our prompts. If you'd like to suggest one, then you will need to communicate with comicfan.
