There is a widget on the top right of the forum listing that prompts you to sign up if you have not.

If you are asking about the additional "Genre" or "Author" newsletters, you need to set those to Yes in your profile settings.  And you need to set your favorite Genres.

Go to your profile and click edit profile in the upper right.
