My take on Tanaka, from what we have seen across Echo, Asset, Recourse, and the Order books.
He is fundamentally a good person, he is a hound of the state. Cunning, patient, and ruthless when called upon. Terrifying as an interrogator. He trusts his people, Andrew, and Andrew's own team. (Yani, West, et al)
His death, when he triggers the self-destruct of the Ziggurat (The actualy nickname of CSIS HQ in Ottawa) taking out the bulk of the American Intelligence division during the 45-Minute war, shows us the lengths he will take to do what must be done.
Andrew is his Kashin (trusted lieutenant/loyal sword) and every inch Tanaka's protege.
