I think it was all part of the fiction that Andrew was spinning at the time. Mac was just too far into his own despair to pick up on it at that moment. All it takes is a single moment, and that's where the best interrogators spring the trap.

And the Executive Order written on a bit of Cardboard is flimsy, but it's a small hope in the Nightmare. The problem is, will it come back on Will, as it directly contradicts an Act of Parliament he himself got voted in. It places Will at the mercy of predators, but is a life line that Andrew and CSIS need to act. The key danger to everything is the threat of Collapse of Will's government, if it falls while the Emergencies Act is in place, the Army would step in and take over. Will's never been as vulnerable as he is right at this moment, and the problem is only Andrew sees it. Though, with a flourish of a fountain pen, Will might be realizing it.

Well I meant the running lights, which would be obvious at that time of the night. And Transponder Alex may have made a leap there, but a helicopter flying dark, that close to a dam, below a ceiling height, in the Canadian wilderness... might be a good guess.
