Phlegmatic also can mean unemotional and calm.

Phlegmatic comes from the Greek phlegma meaning flame.

And phlegmatic  and phlegm may come from  the same root word, but they aren't the same.  Phlegm, which is a buildup of mucus in the throat, may be caused by various conditions, such as having a cold.  You may have a certain amount of mucus in your throat at all times, because it helps to remove particles, protects the tissue in the throat, and reduces infection. 

When I was a kid, if you brought up phlegm from your throat before you spit, it was called a hawker, due to the sound you made to bring up the phlegm.

I can be fairly phlegmatic before eight in the morning, but by then I'm awake.
