Can Pokemon games be transferred/played on a laptop?

Well you can, but it's illegal. What you're looking for is an Emulator. An Emulator is basically a software that you'd use to play games on your laptop. For example there's N64 Emulators, Game Boy Emulators, and so on. Then you'd need to get a rom of the game for that emulator system. Even then it'd be buggy in a few places. However, as I said it's technically illegal since you're getting consoles and games for free to play, even if they are old. Think of it like pirating music. You probably won't get caught, but it's still a no-no. You can google some Game Boy or Nintendo DS emulators and some Pokemon game roms.

Pretty much any type of legal emulation went out the window when the PSOne emulator Bleem! was sued out of existence by sony. What really sucks is that Bleem! won the lawsuit but went bankrupt from the litigation.

 

So right now there is no legal option for emulation, and no successful emulation for anything that came out in the last 7 years or so I think.
