It can also be moving in a way to draw attention. An actor might try to upstage another by flouncing across the stage during the other's lines.

Flounce can also refer to a fabric manipulation where the fabric is sewn into folds and creates a look similar to a ruffle.

A synonym of this noun sense of flounce is furbelow, a word that carries more danger in use than many words in nonuse. As in, her furbelow was much more attractive than other girls' flounces.
