@JamesSavik -- quite a bit of truth to that.

Judges often castigate lawyers and the accused for bad behavior in the courtroom. 

Health inspectors will often castigate the kitchen staff and the owners/managers of a restaurant for poor sanitary conditions in the kitchen.  

Children often look at castigation as being scolded, punished, or criticized harshly by a parent, teacher, or another adult.
