WHAT do I need to do to make this spammy notice stop appearing EVERY TIME I reload a page?

It is responding to your browser signal for privacy settings.  Do not use Private browsing window.

Or You can turn off Global Privacy Control setting. (FireFox)

Unfortunately, with that signal on, you are saying "You Must respect my settings". And the website is saying,"Okay"  Each time you load a page because your browser is telling us every time, it says okay everytime.

I had no idea I was using private browsing, but apparently in Firefox when you say "don't remember history" it puts you in private browsing.
