Just of our curiosity, is the use of the word farce due to the British use of the word 'arse'?  Possibly they're talking about ideas that seem to come out of one's ass?

No, farce came from French and arse is the original Anglo-Saxon word for ass.

The best farces tend to build, with the improbable becoming ever more improbable, and the absurd/ridiculous growing to ever greater heights. (And I agree with @drpaladin and @JamesSavik: the news qualifies!)
