A really moving story about a segment of society more ignored than written about. Dingo's gesture of kindness at the end is an affirmation of the basic humanity of some people.

One of the traits of effective writers is the power of observation. When paired with a talent for transferring those observations to the page, the result can be a felicitous crafting of underlying features that you have no deliberate intention of giving the character, they just jump up and boldly display them. It's what makes reading a well-written story so much fun. -
I can't wait to see what the Magical Incidents Department has in store.

In the normal course of fiction, a big, emotional scene like this results in catharsis or an epiphany of some sort that establishes the scene's relevance to the course of the drama. The lack of such a gesture may mean that we readers will discover later that this scene is not part of the main drama of the story. Or maybe we find out that these are uncommonly oblivious characters that still need to be prodded into self-realization.
