It could be something as simple as Troy just moved out of the way while Tyson was trying to push him off the cliff or perhaps they wrestled and Troy actually physically push Tyson off the cliff BUT in self defense. The psychiatric doctor they though about taking Tyson to perhaps they should have Troy to but if Troy remembers the gaps and it turns he made Tyson fall off the cliff (sort of) that could make things worse perhaps.
