The Severe Climate Awareness and Relocation Services agency, S.C.A.R.S. for short, was founded in 2043. Charlie went to work for them 50 years later and will assist those living in areas adversely affected by the extreme changes to relocate. Since this is such a major undertaking, Charlie questions how they are going to accomplish this and why previous generations hadn't done more to prevent it from getting to this point.
