Not necessarily. The main issue is the secrecy involved. Imagine the fallout if there were indeed "mutants". It would be an instant "us vs. them" situation. We already have that with queer people. Just extrapolate from queer soldiers and the debate around that to "mutant" soldiers. If its to be kept secret. First of all, how would one find any such soldiers? Second, one cannot tell anybody that they have such a weapon. Third, one cannot reasonably use it because it would become known. So why bother with the restrictions when a company of regular soldiers could achieve the same job? For dictators, the military is the substitution for their penis length aka "mine is bigger than yours". For politicians in democracies only one thing counts: reelection. So, keeping such a secret is too much of a potential bombshell. First, what is the legal power to do that? I doubt there is a "mutants act"... Terrorism charges could work, that is a "kill-my-enemies-in-one-go" legislation, if read by the letter. It just depends on what the ruling politician defines as "terrorism". The first time,.
