Member/Author/Reader? What is meant by reader and who determines this title?

I see some members are tagged as readers. I assume that this refers to being a beta reader for an author. Am I right about this, and if so is this title chosen by the member or by GA? Does this designation stay permanent or can it change back to just being a member again? I haven''t seen this addressed on the site. Any insight would be appreciated, thanks.

A reader is a member who has posted no content and has no reputation (typically brand new to the site).  A member is someone who has actively engaged in the community. (As of this writing, it requires 50 achievement points to move from Reader to Member).
