The media has done such a hatchet job on the Internet that parents are scared shirtless of it. They think a perv is going to jump out of the cd-rom bay of their computer and abduct their kid. The school boards say "filter" and parents are predisposed to go along with anything regardless of how stupid or overboard. We all know how level headed and reasonable people in school administration are, especially in the sticks where they fondle snakes and kindergardeners in church.

I have an idea... let's get some trucks and lots of really big mean looking guys and go grab random Mormons, hardline Catholics and Fundamentalists and show them what its like.
