The US would have photo intel to find and target all key sites. This missile attack would only happen with orders from the National Command Authority after a decision to expand the combat to threaten NATO allies. Decapitation or killing off the head of the enemy is common military option when officially authorized. Killing off family members is not. Killing Admiral Carter would be logical. Carter has a predictable movement pattern that a sniper will use. If approved by the President, instead a drone could be used guided from a US Navy ship to blow him up. The Ranger leader could only assume if he was sent with orders and fully trained on a wider killing mission , it was authorized. He might also expect that his team might not make to their boats after being captured or killed. As mentioned earlier, this whole Ranger mission is one huge risky war crime . The French report might be read by someone who sees a problem and passes the concern on to higher authorities. The right people will be looking for something unusual. Let us see if the Ohio accent mistake becomes critical. If the multinational command structure finds out about an American force in that general location, it would not be hard to figure out it was sent to kill Admiral Carter, but not dream it was going to kill Peter and Ned. Will Ain be put in more risky situations that have the potential to really hurt and impair/kill him? Will Ain start first and Fenn follow-on later? After the battle, will the Herald give the main credit for the victory to Fenn and not show it was a team effort using both their skills ? He could continue his plan to anger Ain and split the couple apart. Ain needs to keep his temper.
