This is my guess as to what Arbour looked like in his late 20's/early 30's...I got backing on this assertion by a credible source who agreed he'd be great casting for a Young Mark Arbour.

It's a photo of actor Ryan Devlin. I think that if there was ever a version of "On the Mark" set in Mark's mid-20's to mid-30's, Ryan Devlin would be a great choice to play him. He's got that whitebread, casually preppy, somewhat dorky, and very cute appeal that I picture Mark as having.
