I went with wow because I’m apparently missing something here. Rowan is described as part Native American. Ethan says “our people” which implies he is the same. But I also get the impression Ethan isn’t. But then he would say “my people.”

I'll help you out. By my timeline, he was born in 1995. He's writing his memoir at 67, but that's not this year. From chapter 3: So, by the time he's elected AG, it's 2043, the accident is six and a half years later. I even mention him moving to the Allentown area here, in this chapter:
