looking for a story too

A grown rich gay starts his own place for kids when he finds out the lokal group behaves badly to som of the gay and poorer kids. He gets them real uniforms and adopts some of them. He builds a big camp for them and more and more kids joines. He let them play wargames and learn them how too shoot. I think he falls in love with a doctor?

 

The kids get better than the military at defence and the militery sends groups there to fight the kids for expirience.

 

I never got to read the end of the story and can't find it any more
