In San Diego when it's a big rain storm certain parts of the area are prone to flooding,And every time there is a dumb ass on the road which hasn't been blocked off yet who comes across water and thinks it only a big puddle and sinks their car.Luckily these only happen every 3-5 years or so -

The punishment the jerkoffs got has regulated their behavior and that's good that's what it's supposed to do but as far as heart and minds go no way.In some way somebody talking the talk but not walking the walk can be worse.
