For all we know, this whole thing could be a set-up to get Garret there. It could be that the treatment of Paul is to insure that Paul tells his father that he was treated good so that he doesn't become ballistic.

 

Basically, Paul is the bait to catch that soulless clone.

Paul was always the catch to lure Garret to earth. At least for the prophet.

 

I'm curious about his underlying intension. Does he really believe in an upcoming alien invasion? He knows that Garret won't (and can't) betray the Republic.

 

Maybe the upcoming chapter will shed a bit of light. But knowing Dan's stories there probably will only be more mysteries.
