I didn't get it. I can attack two pieces of land belonging to someone else /others or claim a territory?

Thats the gist of it. I'm doing this to remind to guys that you dont necessarily need to be peaceful. Not to force you to be aggressive, but to remind you of the option.

144M please. I enjoy peacefulness

For the future, I want to know if I have this right or not: This event means that I can attack a territory. If I win, I claim it, and my turn is done. If I lose, I  can choose somewhere else to attack again, and either win or lose my turn is done. OR I can claim a free territory without attacking anyone.
