You seem to be misunderstanding something. The herd tax would merely mean that Spikey would have to give me one or two of his guys as tribute on a yearly basis. Guys, not money. Spikey's financial stability would, therefore, not be affected in any way.

As for a meeting of minds, I'm still pondering on it.

I wasn't selective. And those bullet points are only rough drafts. The final agreement could potentially be much different from that. 

And going back on my word? Puh-lease, I have never promised I wouldn't impose a herd tax!
