I bet there is something illegal or some violation there and THAT is where Rick's lawyer friend comes in.I'm probably wrong again but I like to speculate

I knew Davey would think of something for me the surprise was he set it up before he left for the base he didn't know about any changes but I guess the experience of the last timeline got him trained to think that way.And say what you want about the Dad's shortcomings Davey knew if he was missing Dad would search his room looking for clues and it worked like he thought. So Ray and Peter know each other and Peter was aware of Casper. Didn't Peter consider that there might be a supernatural reason why his son is hanging around Casper sure he doesn't have any details but in the back of his mind he knows that both of them could have powers and are keeping it secret unless we find out different it looks like Peter though James and Casper just randomly became friends. As we know from the first Do Over Davey is very resourceful these guys are seriously underestimating him combine that with Grimes arrogance and Davey will know what to do and when to do it. I had forgotten that Davey lived there in a previous timeline so he would remember friends from then this would lessen the impact of no Brian and company. Since you can come up with so many scenarios with time travel I could see people he knew from both timelines crossing paths depending on the situation
