There appears to be an Athens in Ontario. Maybe Billy is going to Canada?

 

Sadly, there doesn't appear to be an Athens in Australia, so he's not coming here for his further education...

Oh, my! I've just checked a travel agency website and found there are places called Athens in the following USA states:

 

VA, CA, TX, KY, KS, OH, MI, TN, IN, NY, AL, LA, ME, WV, IL, PA, WI, MO, AR, MS, GA, VT

 

It's obviously a popular place name....

It seems that there used to be an Athens in Nebraska.

 

Athens is also a place in South Africa and Zimbabwe....
