I can definitely see why this was ban.  The problem is, I can't imagine anyone in their right mind who thought someone would actually air this.

I'm very surprised this commercial ever got to the stage of being filmed. Why wasn't it shot down long before?

How could such an ad be approved by the creative director, let alone the client? Seriously. Some ad agencies need to learn that adding sexual references to an ad doesn't make it creative.
