I can see arguments for both sides.  While I agree this seems ridiculous on the surface, there is more to think about.

You are on the business trip, choose to eat somewhere other than the hotel's restaurant, or your hotel does not have one.  Enroute to dinner a car runs a red light and broadsides you. Work related or no?  Eating on a business trip-required, so I would say yes. Sex on a business trip- personal choice, so i would say no. But the whole thing is debatable.
