All dogs need to be socialized. It's an owner's responsibility to ensure they are good citizens.

A friend of mine breeds Staffies. She has some very choice words to say about dog breeders like your neighbours. Uses some very colourful language 

 

It's been a bit of an issue locally. A few bad eggs running puppy farms and the dogs are not good.
