I get that, but I do think it is a discontinuity - there were points in the story where having a cell phone would have made a huge difference - like when the car broke down on the way to the award ceremony, for example. I don't care if the Comsie wrote in that he had a phone, but there was no evidence for one in the previous 30 chapters. The severe financial limitations (cant afford shoes) argue against it. Though I'm sure today there are kids struggling for shoes but who have phones. My guess is that there was a significant period of time between writing Chapter 30 and 31 (this story is many years old & I think we just got a new chapter) and Comsie forgot he didn't have a phone in the story beforehand.
There was another old story he updated recently which had the same discontinuity. Comicality is probably my favorite author in this genre (along with Columbus Guy, Freethinker, Sequoyah, Ronyx, Geron Kees and a few others!)
