Some people just like to make things complicated.

 

I hadn't considered the possibility that Bondwriter has suggested. There's been no hints in the story to say that, but that doesn't mean anything.

CJ is a goat that's well-versed into the evil deeds of mankind. Stroessner, Pinochet, Suharto... I bet he can talk at length about these guys.
