On a more serious note, I wonder how much of this can be attributed to the basic Latin culture toward homosexuality. Some Latino cultures have this conception that if you're not the cocksucker, you're not gay, or if you're not taking it up the ass, you're not gay. I'd think that could explain why men in South American countries may claim to be tops, even when they're not.
