It's definitely okay if you explain it. You can do it in the chapter notes, as you said, or some kind of glossary. Or you find a more creative way and let one of your characters translate the word to the others and your readers, for example.

Why not? A large part of one of my earlier stories took place in Sicily. I'm having vampires and wolves running all about Venice, Italy in another story. Oh, yes, and in Cologne. I love to read about places and people from all over the world. And space.
