I have one:

 

I'm long and hard.

I usually have rings on me.

I help keep the mess contained when you feel dirty.

I help keep a private matter private; unless you don't want it to be.

When I get loose, things get wet.

Shower curtain rod

 

It could be just a shower curtain, but that "long and hard" part doesn't seem to fit. Most shower curtains I know that have rings aren't hard.

I would add a Canadian ashtray used to collect the ashes from New Columbia cigarettes, which are bad, M'Kay?
