There is a fundamental difference between Cattle/Mining towns, here in the West, and farming towns or what most are used to (city, urban, and suburban domains). Those who live in the town are either employees of the cattlemen or mines whereas the rest are merchants whose livelihoods are the cattlemen or mine owners. Things can happen at breakneck speed if the normal order is threatened. Perhaps not so much 'progressive' as they take note of those that stand on their own two feet.
